stage 1 Accreditation - Measuring

To achieve Stage 1 Measuring, your organisation must have completed an initial carbon footprint calculation and have a documented commitment to reduce emissions over time. This stage confirms you have the baseline data and plan in place to start your net zero journey.

Whats required

  • Scope 1 & 2 emissions calculated using UK Government (DESNZ) conversion factors
  • Key Scope 3 categories assessed: fuel & energy related activities, waste, water, business travel, employee commuting, working from home
  • A baseline year established and total emissions reported in tCO₂e
  • A Carbon Reduction Plan published on your website, signed at director level
  • A commitment to net zero by 2050 with a minimum 42% Scope 1 & 2 reduction target by 2030
  • Reduction actions documented with owners and timelines
  • Independent verification of your carbon footprint undertaken

Submissions are assessed against the GHG Protocol Corporate Standard and current DESNZ UK Government Conversion Factors. Our accreditation panel checks that the correct methodology and reporting boundaries have been applied.

Framework alignment

Measuring aligns with the GHG Protocol Corporate Standard and UK DESNZ conversion factors, and meets the minimum requirements of PPN 006 (Procurement Act 2023). It supports NHS Net Zero Commitment (NZC) compliance, meets NHS Evergreen Sustainable Supplier Assessment Module 1 criteria on carbon measurement, and provides the foundation data for EcoVadis and JOSCAR Zero.

For qualifying organisations, Stage 1 also produces the Scope 1 & 2 emissions data and intensity metric required for mandatory SECR (Streamlined Energy and Carbon Reporting) compliance. The methodology is consistent with the principles of ISO 14064-1 for organisational GHG inventory design and reporting.

As larger customers prepare to report under the UK Sustainability Reporting Standards (UK SRS, mandatory for listed companies from January 2027) and the EU's CSRD, they will increasingly require verified emissions data from their suppliers. Stage 1 ensures your organisation is ready to respond to those requests with confidence.
